Subscription Licenses and Permissions (Admin & Reporting Access) Overview
For a users Teams activity to be included in reports, they must have a paid license. Choose the Collaboration Analytics user license for all users that need to be reported on. Those with the free Insights license can report on other users with a paid license.

The primary management of settings in Analytics 365 is given to the Super Administrator. Super Administrators can make some members of their organization Administrators. Administrators have limited admin access to manage permissions for their Teams, Groups and Call Queues. Go to the Admin Access

Management of Subscription Licenses and Admin & Reporting Access
Admin access and reporting permissions should either be managed by Group
via Group Policy by your IT administrator or by individual users
It is recommended that you choose one of these two methods. If your organization manages users in Microsoft 365 using Group Policy it is advisable to do the same in Analytics 365.
